Oyarzabal, who came through the Sociedad academy, has impressed with his consistent level of performances in the past two seasons.
His form was enough to earn a first cap for the Spanish national side in the 3-0 victory over Sweden in Euro 2020 qualifying in June, a match in which he scored.
City are likely to need a replacement for Sane, who is moving closer to a Bayern Munich move
The Basque club are keen to retain the striker’s services but would be powerless if City chose to meet the release clause in his contract.
Oyarzabal is contracted to Sociedad until 2024 and it would be the player’s decision whether or not to join the Premier League champions.
